Guest login and rotating images

I noticed that while logging into my account using the guest password I have the option to rotate images but they are never rotated. Is this by design? It would be great to allow image rotation by guests, especially since the site does not use any exif info for rotation.
If you do NOT want guests to have this option, could it be removed from the menu so that people won't try to use it? It seem strange that you allow a guest login to change the pricing of images but not rotate images they upload. Since rotation is lossless, why not allow it?
