Cutest Kid Contest - Need picture vote support.

Hi, we have a Smugmug pro account, and a Flickr pro account, and we want to have a cutest kids contest at our photo studio. We are looking for a place to host the contest. We want a professional looking contest, that we will link to from our website.
People should be able to upload their own kids pix and everyone gets to vote on it but we want it to be semi-private. I want to be able to see the votes, and where they come from so I can cancel votes that are blatantly duplicate.
At the end, the cutest kid with the most votes wins.
I see FlickRatr looks promising, but it seems to have no way to post the votes back to any centralized database.
Will either Flickr or Smugmug support this? Or do I need to go pbase or somewhere else?
