Designer Freelancers

Maybe someone can help me. I read about a site where you could have a logo or graphic designed and set a price range you'd be willing to pay and then the designers would submit designs. Then you pay for the one you like the best. I thought I had booked marked it but I can't find it anymore. The real plus was that you got to see the work before you paid for it and didn't waste money with a designer and didn't like the work.
