A proposal?

I've approached a nightclub here in town that has a wide variety of performers (muscians, bands, etc). I've been shooting for awhile and know that the artist/promoter has the final say on issuing media passes.

The "co-ordinator" of the venue has graciously told me that she would contact the artists/promoters on my behalf if I tell her which acts I'd like to shoot as well as give her a "proposal" for each performance.

I've never heard of submitting a "proposal" for gigs like this...what do you think she's looking for and what should I include?
