Not necessarily, when you take a picture of a building, albeit completely different, you don't critique the builder. But yes, a larger version would be better.

I think your analogy is off by a dimension. Depth provides places for light to be glorious on buildings and thus inspire remarkable pictures. That's a universe's worth of difference from a picture of a graffitti figment on a flat surface.
So I'm in support of LlittleLew here. I do believe that graffitti can be a strong element in a photograph, but it has to be in relationship with something else.
This shot is like a brief audio sample, except there is no context for it to be placed in. And that's a problem.
