move my navbar and "colored bar"

how do i move my colored divider bar at top of page and under logo and navbar and my navbar down "just a bit" in my css so that if for smoe reason someone uses a low resolution monitor or uses an unmaximized browser window it will not cover up my ogo when pushed left? thanks
