:scratch I have tried to make a custom banner. I have copied everything to the right places double checked for accuracy and virtually nothing works like the tutorials say they should. I have built html website before but nothing is working here. WHY! I have been at this for a solid week now... HELP!

No one can help unless you give us your site name!
I'd recommend adding it to your signature so that it is always available. Click You! above and to the left, then Edit Signature.

When I look at your site I see your CSS referencing your banner on the screen, which makes me think that you may have placed your CSS in the header slot.
On your customization screen, this should be in the CSS section:
#my_banner {
width: 750px;
height: 150px;
margin: 0 auto;
background: url(http://www.murdercityphotography.smugmug.com/gallery/4847254_YJxrV#293932731_GH8kp) no-repeat;
}
Then in your header, you should have
<div id="my_banner">
</div>

Sorry, when I copied your url from what was showing on the screen, my editor gobbled up part of the url.
Go in to your CSS and put to proper URL for your banner image back in to the url and you should be all set.

Ah... the url you specified is for the photo in the gallery, and the url that you need is just for the photo.
Try this url instead:
http://www.murdercityphotography.smugmug.com/photos/293932731_GH8kp-O.jpg (http://www.murdercityphotography.smugmug.com/photos/293932731_GH8kp-O.jpg)
