First, you need to get rid of the blue cast. After that, there are many ways to lighten the face. One is to make a selection, and use a curve or some other adjustment on it. I went a different route. After eliminating the blue cast with curves, I tried Shadow/Higlight, and it didn't do enough. So I did it "manually", using a Dan Margulis technique. Here's the result:

If this is where you want to go, I can elaborate on how I got there.

Great shot. Very expressive.
This is what I tried with Photoshop CS2.
Auto Levels.
Then lightened the whole image till I liked the exposure of face.
Then I used the "History Brush" (large brush) at 100% on everything but the face.
Using "lasso" I selected the face and took a bit of red out.
Used "unsharp mask" Amount 100% / Radius 1.0 pixels / Threshold 4 levels.
Hope it helps ( and looks ok )
