For dummies

I"m using PhotoShop 7.0. (only one I have). I also have Photo Elements 2.0 if that means anything. Here's what I'd like.

I want a quick and simple way to open my JPG's and apply a nice border to the photo with my Logo/signature or whatever to the bottom portion of the frame.

Is this possible? I can't even figure out how to get a decent border. Any ideas?
