Layers Lock ????

I have a layer that has some how got locked out why I was working with it.... It just won't let me do anything more with it....Has anyone had this problem and is there a remedy....

Is this an original layer? Do you have a screen shot?
There is usual "lock" somewhere on the layer that you can unlock.

It was my tablet pen not working.....Mouse worked fine.....
