Will a Sigma 10-20 fit on a 10D?

The answer is: yes.

Sigma's DC mount, while designed for APS-C sized sensors does not do it in the same fashion as Canon's EF-S. The rear element of the Sigma DC is smaller, so if you put it on a 5D or new 1D, there would be portions of the sensor that would not receive any light. Canon on the other hand, sticks the rear element of EF-S lenses closer to the sensor, giving the mirror of your 10D something to slap as it flies by.
