Organize subcategories by position?

Can I do this? I have subcategorized Family into year dates: ex. 2000, 2001, etc. (with my galleries within each subcategory being the months). However, I cannot seem to get my subcategories to list in yearly order. Check it out:

I know when I add a photo to a gallery, that gallery goes to the top.
Try adding a photo and see if it pops to the top under the subcategory.
If it does just add a photo to each in the order that you want them to
appear. You can delete the added photos later but might have to be
in the same order.
