CS2 help - 12X18 photo within a 16X20 frame

I lost a tutorial on how to do this, but essentially I need to do a 16X20 project, with the 12X18 photo (landscape mode) inside it with a shadowed border and maybe my photography name underneath it..

Any help would be appreciated..
