large border for class pictures

Looking for borders or a type of frame for putting a whole group
of police officers in for a large department picture, 50 or more
officers, but individual spots for them where I can place their name under
their picture?

Can be made with photoshop, but it is pretty labor intensive.This can be quite easily accomplished in something like FotoFusion (link (http://www.lumapix.com/StagingArea/Lumapix/index.shtml?)). Depending on the size of the final image needed, you can probably get the version you you need for $40.
