Resize for what purpose? Resize on your computer? Resize to send to someone? Resize with Photoshop? Resize on Dgrin? Please be very specific so we can help you, thanks.

To resize, use Image->Image Size. Click on the paper clip to maintain the current proportions of the image, then enter the height or width in pixels of the longest edge permitted. PS will calculate the other edge for you. Use bicubic resampling.
Once you check OK, the image size will be reduced, but you now need to do a second step to reduce the file size further. Go to File->Save for Web and look at the file sizes it offers. You should be able to use a medium quality JPEG setting with no problem. Pick the one with the highest quality that still meets the file size requirement and save it.
Hope this helps.
