Unable to get Google Maps API key

I have been unable to generate a API Key in order to use the map function. My web site is: http://philhouse.smugmug.com/ I get the following message:

"The requested URL /apis/maps/signup.html?agreeTerms=1&url=http%3A%2F%2Fphilhouse.smugmug.com%2F was not found on this server."

I do have a Google account, because I get Google Alerts. However, I am unable to log in to my Google account, because I always get the following message:

"Your browser's cookie functionality is turned off. Please turn it on." I have done everything suggested by Google regarding this, however, nothing works.

I would appreciate any help.
