I think I see what you were after. I like the inclusion of the flag and I like the flare of light in the lower left :thumb :thumb But if you wouldn't have had the name of the monument in the title, I would have had a hard time guessing what this was a picture of. I've never seen the WM in person, but what clues me in is the pointy top I see in photos/pictures. I can't see that from this perspective, what with the flag blowing so hard :rolleyes
So rather than flag, flare and the middle of the monument as you have posted. I think this might be a more interesting pic if you had captured the flag, the flare and the top of the monument within the frame :dunno

I agree w Steve! I have seen the washington monument, wouldn't matter.
That is a great flag photo, but the "object", it kind of looks like the world trade center to me, one of the towers, it is so thick at the bottom.
Steve, you have a good "brain" in your head to have figured that out re the top of the monument, not having seen it, or whatever.
I don't know whether I would have done better than this, but you really do need a better frame of reference, and Steve has certainly nailed it.
Uh, what were you trying to accomplish, there? Especially?

I think you really needed to find a better vantage spot so that the pointy top was in the shot as well. Without that, it looks like a picture of a flag flying near a wall or something.
Having said that, the colours in the flag are great and the flare is a nice bonus. Did you plan that or was it luck?

This shot combines three elements. The color of the flag is brilliant and the
monument well lit. The flare is a bit distracting and I think both the flag and
monument compete as the primary subject.
I wonder if shooting a wider or lower angle would help separate the two
subjects?
Beautiful shot and I'll take a gander through your DC gallery.

Thank you for the feedback. I was trying to capture the "all american" scene. I didn't think I got "the shot", and I wasn't sure why... but I think Ian hit it dead on.... the two subjects compete and like Steve said, the Washington Monument is tough to identify. As for the lense flare, I did it on purpose, I thought it would add to the photo.
I think that maybe I should use PhotoShop to create a double-exposure of the WM with a translucent flag on top... in the end, that is probably what I was looking to do.
