I just got Final Cut Studio 3, and want to setup templates for uploading to Smugmug 1080p and 480p video. The settings used to be 3.2mbps for 480p and 7.2mbps for 1080p. What's the latest as well as time limit (last I heard it was 10 minutes for Pros).

Our time limit is still 10 minutes indeed.
In terms of compression settings, here's what we recommend:
Full HD (1080p) 1920x1080 8.0 Mbps
Hi-Def(720p) 1280x720 3.2Mbps
Mid-Def 960x540 1.8Mbps
iPod/DVD 640x480 1.2Mbps
Web 320x240 512Kbps
