No, it's the same meter's shadow, just shot at slightly different angle.

In the opening scenes from one of his most famous, and critically acclaimed, films...."Cool Hand Luke " ....Newman does battle with some parking meters. It gets him sent to the pokey and the movie is off and running from there. A fabulous flick....one of my all-time favorites.
Sorry, I guess this exposes my age too much.

Isn't that the movie that produced "What we have here is a failure to communicate?" I never saw the flick but I've heard that line over and over--I think it's on some list of classic movie lines!
