Light Room "user order" feature not working (Library>view>sort>user order)

Hello friends :)

I am trying to move photos within a folder so that they are in the order I prefer in lightroom.

I believe I usually do this by going to LR library and going into view, choosing sort, and choosing user order. User order is currently an option, but one that is in gray instead of black and cannot be chosen.

I typically like to do this in survey or loupe mode, but can't figure out what I'm doing wrong. The little hand isn't even showing up-- it's just the "no" sybol (circle with a slash).

You need to select an actual folder (not a collection from multiple folders or top level folder) to select User Order. IOW, the user sort has to be dedicated to a single folder of contained images.
