creating motion in an image

Julieanna Kosh has some digital images that she has titles "motion" and it appears that she has captured motion, for example in trees, but this motion was created in photoshop. I've tried several different filters but I have not re-created her affect. Does anyone have any suggestion about creating motion in a digital image?
