How do you get the pic to look as if its floating above the white frame?
I have PS7 and I cannot figger this out

This is usually done by applying a drop shadow to an image that has a white border.
I'm not sure the exact key sequance in PS7 as I have CS2 but I believe the following steps should work.
After your image is opened Select Image..Canvas Size. Make sure the canvas is white in color. The size of the canvas depends on the size of the picture. Experiment
With the magic wand click in the white border.
Then Click on Select...Inverse
Make your selection into a new layer (Control-J)
Now select Layer...Style...Drop Shadow (Make sure the top layer is active). Play with the Distance and the Angle until you get the effect you desire.
I hope that works in PS7
