I know to a lot of people it just looks like noise but I want to simulate film grain in a photo. Are there any programs that do this and allow you to control the effect ie. grain size, density, ect.?

I googled "imitating film grain in Photoshop" and found several. Here are four alternatives.

This is easy and cheap if you have PS (http://www.clubsnap.com/forums/showthread.php?t=39263)

Here's another (http://photoshoptutorials.ws/photoshop-tutorials/photo-effects/natural-film-grain.html)

You can scan 35mm film negatives shot of a plain grey wall and digitize that as seen here (http://www.markushartel.com/tutorials/photoshop/real-film-grain-files.html) Or you can download his files for a small fee.

Grain Surgery (http://www.freephotoshop.com/html/visual_infinity.html) is a plug in that adds grain.

Real Grain from Imagenomic (http://www.imagenomic.com/rg.aspx) gets good reviews as well. I find the software from Imagenomic to be quite good.
