Currently, if you want to give a photo thumbs up or down it's a 4 step process:
1. Mouseover the main image
2. Wait for the graphic to appear
3. Mouseover the correct icon
4. Click.
If the thumbs up and down icon were displayed near the image caption, it could be much faster:
1. Mouseover the icon
2. Click
I think this would encourage more people to click.
Incidentally - sometimes the thumbs up appears to the left of thumbs down, but sometimes it appears to the right.
