Can't figure Out how to size Avatar

I am using PS 6 - when I resize a self-portrait to what I think is the right size it is never right when I save it to a folder for uploading. It won't go below 23.5K. I am sure that this is unbelievably simple, but I have no clue.

I was making the image size something like 60x80 @ 72 ppi.

Confused in Canoga (and I can usually figure things out)
