Taken this AM in a built-in we had made for plants with an overhead light in the corner of the living room. Does this say "one" or do the contents overpower the idea of "one bottle" ?

21? not sure I understand, its a route 1 sign as in US route "On" that runs down the eastern seaboard. I live about a half mile off it just south of DC.
