shopping cart won't stop flashing

Am I the only one with a shopping cart that won't stop flashing? I've cleared my cart several times, when I click, it shows empty cart - so it should be fine. Cleared my cookies, cleared my cache restarted. Still flashing.

No big deal, just curious.
