I'd be emailling their customer service / support people if there wasn't clear concise instruction in the instructions that came with the download.
Sorry I wasn't any true help....never heard of them before.

A .TPL file is a tool pre-set file.
For example, I have a tool pre-set available for download at my website, to facilitate clipping path creation (as the pen tool may default to different settings which are less applicable to creating a clip path).

You may wish to put .TPL files into: Photoshop/Presets/Tools
I agree that the original author should be contacted for more support info.

Thanks for the clarification.
Now that I know what the extension means, I'm returning to the website and request that clear directions be posted.
